Colin Parent, Chief Executive Officer and General Counsel, Circulate San Diego
Colin Parent is the Chief Executive Officer and General Counsel of Circulate San Diego, a nonprofit that advocates for affordable homes and the climate. In addition to overall management and legal matters for the organization, he advocates for public transit, safe walkable neighborhoods, and affordable homes. Colin Parent served two terms on the La Mesa City Council between 2016 and 2024. Colin served on the Jerry Brown for Governor 2010 campaign, and was appointed by Governor Brown as the Director of External Affairs for the California Department of Housing and Community Development. Prior to working for Governor Brown, Colin practiced law for three years as a commercial litigator at the San Diego office of the international law firm of DLA Piper US LLP. During 2013 and 2014, Colin served as the Director of Policy at the San Diego Housing Commission.

Kendray Ramsey, executive director, california bicycle coalition (calbike)
Kendra Ramsey is the Executive Director of the California Bicycle Coalition (CalBike), which advocates for equitable, inclusive, and prosperous communities where bicycling helps to enable all Californians to lead healthy and joyful lives. Raised in a household without a car, she recognizes the opportunities that having access to safe and reliable transportation options can bring to families. Prior to CalBike, she spent 15 years as an active transportation planner in the public and private sectors, working on active transportation and safe routes to school projects. Kendra is certified by the American Institute of Certified Planners (AICP), and holds an MS in Community Development from UC Davis and a BA in Sociology from UC Santa Cruz.

Cynde Soto, System Change Advocate
Cynde Soto is a native Californian born with Arthrogryposis, a connective tissue disorder that significantly limits her physical movement. Then 17 years ago she sustained a traumatic spinal cord injury which has left her completely paralyzed below her shoulders. After graduating from California State University, Long Beach with a BFA in Art, she became an employee of the Independent Living Center in Long Beach. She also began to volunteer time with Long Beach Transit on their Accessibility Advisory Committee and participated in sensitivity training for bus operators. Currently, she works as our Systems Change Coordinator. Cynde’s two primary advocacy interests are the accessibility of public transportation and homecare. Consequently, she has served on several councils for LA Metro and has worked with Long Beach Transit on accessibility issues. wes reutimann, deputy director active san gabriel valley (active sgv)
Wesley Reutimann was born and raised in the SGV, and has spent most of his adult life in the valley. A graduate of Williams College (MA) and the University of Basel (Switzerland), Wesley co-founded ActiveSGV in 2010 and fostered the group's transition from an all-volunteer community coalition to a professionally-staffed organization, serving as Executive Director from 2016-2018.
Professionally Wesley has over a decade of experience in the non-profit, public health, and education sectors, with a specific focus on the built environment, sustainability, and healthy communities.
In his free time he can be found running, hiking, and bicycling in the San Gabriel Mountains, volunteering with the Pasadena Environmental Advocates (PEAS), and the Pasadena Complete Streets Coalition, and spending time in his native plant garden.

Zak Accuardi, Director, Mobility Choices, Climate & Energy
Zak Accuardi advocates for increased public investment in transportation infrastructure that makes it safe, affordable, and convenient for people to walk, roll, bike, and take buses and trains. He leads NRDC's national policy advocacy to leverage transportation funding to design streets and communities that enable and encourage zero-emissions mobility choices. Previously, he worked on TransitCenter's research team, where he co-authored national policy reports on topics ranging from strategic approaches to public procurement to transit equity, also leading research on bus reliability in New York City and national, pre-COVID transit ridership declines. He also consulted on transportation policy and climate change mitigation with private companies and organizations, including the World Bank and Project Drawdown. Accuardi is based in Berkeley, CA.

Laura Tolkoff, Transportation Policy Director, SPUR
Laura is SPUR's transportation policy director. In addition to overseeing SPUR's transportation portfolio, her areas of focus include public transit, land use integration, project delivery, governance change, and interregional coordination. Laura has worked for SPUR since 2015 in various roles, overseeing several strategic local and regional initiatives and was SPUR's first San José policy director from 2015 to 2017.
Prior to joining SPUR, Laura held a senior role managing the energy and environment program at Regional Plan Association (RPA) in the New York Metropolitan area during and after Hurricane Sandy. She spearheaded federal, state, and regional reforms and worked in coalition to launch a federal design competition that brought over $1 billion to local climate resilience projects.
Laura earned a Master's degree in urban and environmental policy and planning from Tufts University and a Bachelor's degree in media studies from the University of California at Berkeley. She is an American Leadership Forum senior fellow and was named to Mass Transit magazine's "Top 40 under 40" in 2019.
